Continuing the Fight Against Opioids
The committee I have the honor of serving on, the Energy and Commerce Committee, has made battling the opioid crisis a top priority.

This week, we held a hearing on ways that we can work with law enforcement to combat the crisis.

During this hearing two expert panels including a representative from the Drug Enforcement Administration (DEA) and industry experts, answered our questions about legislation to address opioids regulated by the Controlled Substance Act.

In the hearing we discussed a discussion draft that I introduced with my colleague Rep. Bustos expanding access to tele-health and a bipartisan bill that I introduced with my colleague Rep. Desaulnier offering pharmacists and patients more information about fraudulent prescriptions.

In the upcoming weeks we plan to hold more hearings, including one on legislation regarding public health and payer efforts to address the crisis.

#TaxReform
March is Women's History Month. Did you know more than 70 percent of moms are working moms? Women make up 47 percent of the workforce and 40 percent of family breadwinners. Additionally, 9.4 million businesses in America are owned by women.

I supported tax reform to help ALL Americans, including hardworking women, moms, and families.

Tax reform doubles the Child Tax Credit to help working moms and families with the costs of raising children. It improves savings vehicles for education and nearly doubles the standard deduction so families can keep more from hardearned paychecks.

The Tax Cuts and Jobs Act also delivers significant relief to our nation's small businesses, which are the backbone of our nation.

Additionally, 4 million Americans and counting are getting a special tax reform bonus and companies across the nation are increasing wages and benefits.

Tax reform helps everyone. To learn more, visit fairandsimple.gop.

From our Nation's Capitol CLII
Monday, February 26, 2018:  My week begins with a radio interview early this morning with Joe Willie Sousa in Brunswick as we discuss my tax reform tour last week and other issues coming out of Washington.  After making the trip back to the Capitol earlier today, I have a phone interview with Bloomberg Law this afternoon to discuss the FDA’s implementation of the Drug Quality and Security Act of 2013 (DQSA) and the impact it is having on pharmacy compounding and patient access to vital and often life-saving compounded medications.  Continuing with phone interviews, my next interview is with the Coastal Courier in Hinesville to discuss my tax reform tour last week as well as a number of other issues.  Afterwards, we have a staff meeting to discuss the week ahead after which I head to our weekly Messaging Advisory Group meeting with Majority Conference Chair Cathy McMorris Rodgers (R-WA).  Next, I head to the House Chamber where I speak on a number of bills from the Energy and Commerce (E&C) Committee that are being debated before heading to our weekly Whip Team meeting.  Afterwards, I return to the House Chamber for our first and only vote series of the day.

Tuesday, February 27, 2018:  My first meeting this morning is with Congressman Jack Bergman (R-MI) as he has invited members of the Doctor’s Caucus to meet with Chuck Oddo, President and CEO of Platinum Training, to discuss cadaver training and standardization.  Afterwards, I have a radio interview with Scott Ryfun in Brunswick to discuss my tax reform tour last week before I head to a roundtable discussion of the rebalance of global energy after the shale revolution and the impact it is having on American energy exports and the world economy.  Next, I head to our weekly GOP Conference where we discuss our schedule for the week that has been altered to accommodate the late Billy Graham being recognized by having his body “lie in honor” in the Capitol Rotunda on Wednesday and Thursday.

Rep. Carter meeting with the ONE Campaign
Afterwards, I head back to my office where I meet with the CEO of Exela Pharma Sciences, a specialty pharmaceutical company that focuses on developing, manufacturing and marketing generic drugs.  After a series of meetings off of Capitol Hill, I head to Rep. Brett Guthrie’s (R-KY) office where we meet with representatives from PhRMA and the CEO of Boehringer Ingelheim which owns and operates Merial Select in Gainesville.  Rep. Guthrie serves as Vice Chairman of the E&C Health Subcommittee.  Next, I head to the House Chamber for our first vote series of the day before heading back to my office where I meet with Patrick Kisgen, Senior VP of Daniel Defense in Bryan County.  Afterwards, I film answers to questions that I have received via twitter with #AskBuddy.  Next, I have a series of meetings in my office starting with representatives from the ONE campaign to discuss the U.S. Government’s commitment to ending extreme poverty, followed by a meeting with Tarry Hodges with St. Joseph’s/Candler Hospital in Savannah and then with the United Postmasters.  After meeting with representatives from the Georgia Health Insurance Association, I head to the Majority Leader’s office for a meeting with my former congressional colleague, Secretary of Interior Ryan Zinke, and other House members from Atlantic states to discuss the administration’s proposed offshore lease program.  Next, I head to the House Chamber for our second and final vote series of the day and stay afterwards to deliver a tribute recognizing Michael Kenny as the Savannah Saint Patrick’s Day Parade Grand Marshall for 2018.  A link to my tribute can be found here.

Wednesday, February 28, 2018:  After a meeting off Capitol Hill with my good friend and former Georgia State Senate colleague Rick Jeffares, I head back to my office where I meet with representatives from America’s Essential Hospitals including representatives from Grady Hospital in Atlanta.  Next, I meet with the Georgia Association of Broadcasters, including my good friend, Larry Silbermann, General Manager of WTOC-TV in Savannah.

Rep. Carter meeting with the Georgia Association of Broadcasters
Afterwards, I head to the House Chamber where members of the House gather for the ceremony recognizing the late Rev. Billy Graham.  After members of the House and Senate enter the Capitol rotunda from their respective chambers, Senate Majority Leader Mitch McConnell (R-KY), Speaker Paul Ryan (R-WI), President Donald J. Trump and First Lady Melania Trump enter and are followed by the Graham family and the casket carrying the body of America’s Pastor, Billy Graham.  Rev. Graham is only the fourth person to “lie in honor” in the Capitol Rotunda.  The three others were U.S. Capitol Police officers Jacob Chestnut and John Gibson, who were killed by a crazed gunman during a July, 1998 shootout at the Capitol, and civil rights icon Rosa Parks.  I was honored to be at this ceremony.  Although I never had the privilege of meeting this great man, I can remember watching him preach to masses of people on TV and the impact he had on generations all around the world.  It’s been said that Rev. Billy Graham spread the message of the Gospel face to face to more people than any man who ever lived.  As Speaker Paul Ryan so eloquently said, “We give thanks to God for the life and the works of this humble servant, now and forever.”  Later, I head back to my office for a phone interview with Bloomberg Law to discuss the opioid epidemic and the hearing we will be having in E&C later this afternoon, followed by a phone interview with WJCL-TV in Savannah to discuss the Billy Graham ceremony, before meeting with representatives from the Georgia Credit Union.  Afterwards, I head to the E&C Health Subcommittee hearing on Combating the Opioid Crisis where I spend most of the afternoon.  Afterwards, I have a delightful and very productive meeting with members of the Garden Club of Savannah followed by a meeting with representatives from the pharmaceutical manufacturer Indivior.  I end my day by filming responses to questions that I have received via twitter with #AskBuddy.

Rep. Carter at the Ronald McDonald House of the Coastal Empire
Friday, March 2, 2018:  Before traveling home from Washington yesterday, I had a phone interview with Sirius XM POTUS radio to discuss Opioids and news of the day.  This morning, I am happy to be at the Ronald McDonald House of the Coastal Empire for a ceremony announcing the partnering of Rooter-Man Plumbers with the Ronald McDonald House.  Rooter-Man Plumbers owners Scott and Laura Thompson donated labor and materials to make much needed repairs to the Ronald McDonald House and today they are honored for their work.  I can personally attest to the critical service that the Ronald McDonald houses have provided to millions of people as my family and I stayed at the Ronald McDonald House in Atlanta years ago while our middle son had neck surgery.  Afterwards, as a result of an invitation from my good friend Christie Palmer, I have a great visit with Thrive Express Savannah, a wonderful organization taking a bold new approach in the stand for life.  With the generous support of many donors, this group offers pregnancy testing, ultrasounds and a number of other services to young women at no cost.  We are truly blessed to have this non-profit Christian Women’s health care center in our community.
