Passed: The Carbon Monoxide Poisoning Prevention Act
This week, the U.S. House of Representatives unanimously passed legislation I introduced with my colleague Representative Annie Kuster to prevent carbon monoxide poisoning. Our legislation, the Carbon Monoxide Poisoning Prevention Act, creates a new grant program to install carbon monoxide alarms in the homes of elderly and low-income individuals, as well as schools and other public facilities.

We have had serious carbon monoxide poisoning incidents at home in the First District of Georgia. Earlier this year, a Savannah mother and her two children were taken to the hospital due to carbon monoxide poisoning.

This legislation is so important because it will work to prevent serious incidents like this. I'm very glad that this legislation was approved by the House to help protect Americans.

This week on Buddy's Briefing
This week on Buddy's Briefing, I discuss House passage of my legislation to prevent carbon monoxide poisoning, our hearing in the Select Committee on Climate Change with youth climate activists, and my thoughts on Speaker Pelosi's partisan plan on prescription drug pricing. From our Nation's Capitol
Monday, September 16, 2019:  American Legion posts across the country are celebrating a century of helping veterans this year and Saturday I was honored to greet members from the area, as well as active military and local JROTC, as Post 9 in Brunswick held a parade downtown.  This great organization was founded in 1919 to advocate for veterans, military personnel, youth and patriotic values and is still going strong today.  I also had the chance on Saturday morning to speak to a group of around 130 women from across Southeast Georgia who gathered on St. Simons Island to show their support of our President.  This morning I’m in Ludowici in Long County as we have a memorial highway dedication ceremony to honor the late Police Chief Frank A. McClelland, Jr., who was killed in the line of duty a year ago.  With Frank’s widow Cindy, family members and work colleagues in attendance, Ann Purcell, Chair of the Georgia Department of Transportation (DOT) Board, leads other state and local officials as we pay tribute to this great public servant and unveil the sign bearing his name.  Afterwards, I head to Riceboro in Liberty County where I tour the SNF plant and am honored to receive the American Chemistry Council Champion Award.  SNF manufactures water soluble polymers used in drinking water production, wastewater treatment and other areas and is a member of the American Chemistry Council.  Chemical manufacturing is important in the First Congressional district and is the fourth largest industry in Georgia accounting for over $3 billion in products around the world.  Next, I head to Brunswick in Glynn County where I visit the men and women at the Coast Guard Station and take them lunch to thank them for their recent work with Hurricane Dorian as well as the Golden Ray RoRo vessel that capsized in the Brunswick Harbor.

Rep. Carters meets with the Coast Guard regarding the Golden Ray
After meeting with the group, I join them as we take a Coast Guard vessel out to the ship for a close-up look at the site.  Once back on shore, I travel to the Unified Command Center for the Golden Ray salvage operation which is set up at a local hotel adjacent to the local mall.  Here I meet with Federal, State and Shipowner personnel heading up the operation.  This is an impressive operation with personnel very experienced with these type situations all working toward the goal of salvaging the ship while concentrating on public safety, pollution control and continuing commerce.  Before heading back to Pooler, I drop by a Keep America Great rally sponsored by the Glynn County Republican Party before dropping by the Golden Isles Veterans Council meeting at the Post 9 American Legion Hall.

Tuesday, September 17, 2019:  After an early flight back to Washington, I spend the remainder of my morning catching up on paperwork before treating our two current interns, Jack Ganter and Sydney Novoa to lunch in the Members Dining Room.  Jack is a recent graduate of my alma mater, Young Harris College, while Sydney is a student at my other alma mater, the University of Georgia.  Afterwards, I head back to my office where we have our weekly staff briefing followed by a meeting with representatives from Dispensary of Hope, a leading charitable medication distributor.  I had the opportunity to visit their facility in Nashville, TN a few years ago and was extremely impressed and am happy to hear that they have grown to over 180 dispensing sites across 32 states.

Rep. Carter meets with Senator Isakson
Next, I meet with representatives from the United Fresh Produce Association where I learn about their fine work representing the full fresh produce supply chain from growers to retailers.  My next meeting is with Republican Ranking Member Greg Walden (R-OR) and select members of the Energy and Commerce (E&C) Committee to discuss Health and Human Services (HHS) Secretary Alex Azar’s proposal on drug pricing.  Afterwards, I head to our weekly Whip Team meeting and then to the House Chamber for our first vote series of the week.

Wednesday, September 18, 2019:  My first meeting of the day is with all the Republican members of the E&C Committee as we discuss upcoming business before the committee.  Afterwards, I have a radio interview with BBC World News to discuss the upcoming Select Committee on Climate Change hearing with Swedish student Greta Thunberg who recently sailed to the US on a 60 ft racing yacht rather than flying in order to remain “carbon neutral.”  After our weekly GOP Conference, I head to an E&C Environment Subcommittee hearing on pathways to net zero industrial emissions.  A link to my questions can be found here.

Rep. Carter speaks at Select Committee on Climate Change Hearing
Next, I meet with my long-time friend Bill Morie who represents the Georgia Automobile Dealers before heading to the afore mentioned Select Committee on Climate Change Committee hearing with Greta Thunberg and three American youth.  A link to my questions can be found here.  Afterwards, I meet with representatives from AEON Biopharma before heading to the House Chamber for our first and only vote series of the day.  Once back in my office I meet with representatives from the Chemical Manufacturers and Affiliates before meeting with the Forest Resources Association followed by the Hardwood Federation.  After completing a phone interview with WSAV TV in Savannah to discuss the Carbon Monoxide Poisoning Prevention Act that I introduced with Rep. Annie Kuster (D-NH) and was passed unanimously by the House yesterday, I head downtown where I speak to members of the Georgia Chamber of Commerce who are in town for the group’s annual Fly In.  Once back at the Capitol, I meet with representatives from the National Council for Behavioral Health followed by the National Fisheries Institute.

Thursday, September 19, 2019:  After an early morning meeting with representatives from Rolls Royce to hear about their plans to bring more jobs to the First District, I meet with my good friend Bill Eley with the American Pharmacy Cooperative, Inc. (APCI).  Next, I head to an E&C Consumer Protection and Commerce (CPAC) hearing on how pharmaceutical companies game the system.  A link to my questions can be found here.

Rep. Carter films "Buddy's Briefing"
Afterwards, I meet with staff regarding my meeting this afternoon with HHS Secretary Alex Azar followed by a meeting with representatives from Maggie’s List then with the Auto Care Association before heading to the House Chamber for our first vote series of the day.  After a meeting with the Georgia Transportation Alliance, I head back to the House Chamber for our second and final votes series of the day.  Afterwards, I head to a meeting with Sen. Chuck Grassley and HHS Sec. Alex Azar to discuss prescription drug pricing bills being considered.

Rep. Carter meets with Georgia Transportation Alliance
Friday, September 20, 2019:  I’m at the White House with other Members of Congress bright and early this morning as we join President Donald J. Trump and First Lady Melania Trump in welcoming Australian Prime Minister Scott Morrison and his wife Jennifer for just the second official state visit of President Trump’s presidency.  The pomp and pageantry of such an event are truly amazing and the gorgeous weather adds to this special occasion celebrated by two countries with very close ties.

Rep. Carter attends the Arrival Ceremony for PM Morrison
Afterwards, I head back to the Capitol where we have our first and only vote series of the day.  After flying back to Savannah, I head to the Savannah Christian Preparatory School (SCPS) homecoming football game against Wheeler County where I help recognize the student athletes of the month during the game.
