Carter Votes Against Democrat's Partisan Spending Bill

Congressman Earl L. "Buddy" Carter (R-Ga.) voted against the House Democrat's partisan funding bill today that is detrimental to the military, prohibits funding for the border wall, fails to address the humanitarian and security crisis at the border, props up failing Obamacare and reverses pro-life provisions, among other things. 

"I am extremely disappointed that House Democrats have put this radical, partisan funding bill forward," said Carter. "Legislation like this includes funding for important priorities across the country and it should be bipartisan. Unfortunately, this bill today not only fails to address our nation's most pressing issues like the security and humanitarian crisis at the border, it also supports the Obamacare train wreck and cuts our national defense.

"President Trump has rightfully said he will veto this legislation leaving it dead on arrival. I urge my colleagues on the other side of the aisle to work in a bipartisan manner to get these critical funding priorities across the finish line."


H.R. 2740 totals nearly $1 trillion in spending and includes four spending bills - Labor, Health and Human Services and Education; Defense; State and Foreign Operations; and Energy and Water Development. 

According to the House Appropriations Committee, the funding package:
  • Cuts Defense Department procurement by $4.8 billion below the FY19 level
  • Funds Defense Department research and development $2.2 billion below the President's request, which negatively impacts our ability to keep pace with Russia and China
  • Underfunds Department of Energy weapons programs that maintain and modernize our nuclear weapons stockpile
  • Fails to sufficiently fund the immediate requirements of caring for unaccompanied children arriving at the southern border
  • Prohibits funding for the border wall or any barriers
  • Forces the Administration to make grants to Planned Parenthood clinics
  • Micromanages the Administration by blocking pro-life rules from going into effect
  • Prohibits implementation of the President's expanded Mexico City Policy
  • Directs $100 million to ineffective programs for failed Obamacare grants
