WASHINGTON, D.C. – House Democrats today passed H.R. 4521, the America CONCEDES Act, allowing China to avoid responsibility for the spread of COVID-19 and their ongoing genocide against Uyghur Muslims. 

This bill, which passed on a 222-210 vote, comes on the heels of the Beijing Winter Olympics' opening ceremony, cementing Washington Democrats’ position that America should concede to the Chinese Communist Party.

Rep. Earl L. “Buddy” Carter (R-GA) voted against this dangerous and misguided legislation.

“Uyghur Muslims deserve better. Those forced into slavery in Chinese factories deserve better. And everyone who died from COVID-19 deserves better. America is the leader of the free world, but today we ceded that responsibility, choosing instead to placate, even embolden, a communist regime,” said Carter.

Rep. Carter joined House Republican leadership in opposing this bill because it:

• Allocated over $4 billion to the UN climate fund
• Designated over $100 billion to universities that work hand-in-hand with China
• Mentions “coral” reefs more times than China
• Spends $5 million to create a Chief Diversity Officer at the National Science Foundation
• Fails to hold China accountable for COVID-19
• Rejected dozens of Republican Amendments aimed at restricting taxpayer dollars from supporting the Chinese Communist Party

“This bill is an environmental slush fund that makes the United States complicit in China’s human rights abuses,” said Carter.
